Some carriers have decided to block this feature on some devices. This is very sad for you as a customer and you should calltheir customer support and ask why.
Why can't I Download and save Ringtones to My iPhone.?
Unfortunately you have to go through iTunes to transfer ringtones. The good news is that you can download iPhone ringtones to your PC/Mac on the Waphun web site.
